2013 INDIA 2nd Delegation visits Delhi & Pune

From October 21 to 25, 2013, JIPA 2013 India 2nd delegation comprised of Mr. Osonoe (Vice President) as leader and two other representatives from the Asia Project visited Delhi and Pune in India.

In Delhi, they visited the Department of Industrial Policy & Promotion (DIPP) and the Federation of Indian Chambers of Commerce and Industry (FICCI). In Pune, the JIPA representatives attended the 7th International Conference on Anti-counterfeiting & Anti-piracy hosted by the Confederation of Indian Industry (CII).

At DIPP, the JIPA presented a written request for improvement of the Indian trademark, design, and patent systems that the JIPA committees had previously discussed and compiled. They discussed with the Director of DIPP the elimination of cases of delay of examination of trademarks, expansion of the design right database, and reduction of the burden of the patent use report. Mr. Prasad, DIPP Director, expressed his gratitude due to the fact that each request presented by the JIPA representatives was based on practical operations and also accompanied by specific improvement proposals. He also commented that they would respond properly to the presented requests.

At FICCI, they exchanged information on the topic of training for IP personnel. The representatives of JIPA and FICCI introduced their respective personnel development programs. The FICCI program has five online courses (webinars) in which foreigners may also participate. The discussion included the possibility of collaboration with JIPA (translation of the FICCI program into Japanese etc.) and its use in Japan.

At the CII conference, the JIPA representatives made presentations on a proposal for anti-counterfeiting measures that the JIPA Asia Project had discussed within Japan. After the presentation, they answered questions and comments from corporate and student participants. As the only speakers from outside India, the JIPA made their presence felt and participated in a lively exchange of useful information.

The Asia Project focuses on design rights and trademark rights as important subjects in 2013. It plans to make another visit to India, specifically to Kolkata and Mumbai in February 2014. The team is now making preparations for this visit to exchange opinions with these Indian bureaus about examiners and examination processes.
